Biographical history

William Malcolmson Stewart was born in Hamilton, Ontario on November 26, 1884 to James and Thomasina (Malcolmson) Stewart. He received his elementary and secondary education in Hamilton and earned a Diploma in Civil Engineering from the School of Practical Science, Province of Ontario in 1906. Stewart earned a Bachelor's Degree in Science from the University of Toronto and obtained his certification as a Dominion Land Surveyor in 1909.

Between 1904 and 1909, Stewart worked as a surveyor on various projects in northern North-West Territories (later Saskatchewan) and Manitoba that included the subdivision of lands, and the location of prospective railway lines.

In 1909, Stewart moved to Saskatoon, Saskatchewan and established a civil engineering and land surveying practice, Phillips, Stewart & Lee. He was certified as a Saskatchewan Land Surveyor in 1910. Stewart contributed to the establishment of the Saskatchewan Land Surveyors' Association and served as its president in 1912. He was also part of the committee that drafted the Saskatchewan Surveys Act. He continued Phillips, Stewart & Lee and later Phillips, Stewart, Phillips until the mid-1930s. In September 1936, Stewart published an article in The Canadian Historical Review entitled "David Thompson's Surveys in the North-West" based on Stewart's research of Thompson's explorations and the fur trade.

In 1937, Stewart moved to Regina and began employment with the Government of Saskatchewan as a resident engineer with the Department of Highways. He was promoted to Maintenance Engineer in 1942 and appointed Chief Engineer in 1949. In August, 1952, Stewart was appointed Deputy Minister of Highways and held the position until his retirement on November 25, 1954. After his retirement, Stewart had a private engineering consultation practice in Regina. William Stewart died in Regina on August 22, 1957.

Stewart received many awards and honours including the Queen Elizabeth II Coronation Medal in 1953, Life Memberships to the Engineering Institute of Canada and the Association of Professional Engineers of Saskatchewan in 1954 and, also in 1954, the naming of Stewart River in northern Saskatchewan by the Government of Saskatchewan in recognition of Stewart's career as a land surveyor and civil servant.

William Stewart married Mary Annabella Turnbull in Saskatoon on May 14, 1913. They had four children: Gordon, Elizabeth, James and Helen.

Custodial history

Norman Stewart, grandson of W.M. Stewart, donated some of these records to the Regina office, Saskatchewan Archives in one accession in 2004: R2004-150 (March 8, 2004).

Jean Stewart, wife of Norman Stewart, donated some of these records to the Regina office, Saskatchewan Archives in two accessions between 2007 and 2008: 2007-372 (December 14, 2007); 2008-273 (July 3, 2008).

Scope and content

This fonds consists of records created, accumulated and used by W.M. Stewart in his work as a Dominion and Saskatchewan land surveyor in Saskatoon, Saskatchewan, including research and published works relating to explorer and fur trader David Thompson. It also consists of records from Stewart's work as a civil servant with the Government of Saskatchewan Department of Highways (1937-1954) in Regina, Saskatchewan, including his appointment as Deputy Minister of Highways (1952-1954). The fonds also includes records related to Stewart's academic career and personal pursuits, as well as financial and legal records.

The fonds also consists of records created, accumulated and used by members of the W.M. Stewart family, who resided in Saskatoon (ca. 1913-1942) and in Regina (1942-present) and the Robert Turnbull family who resided in Saskatoon (ca. 1910-1972).

The types of records created, accumulated and used by W.M. Stewart include maps, research notes, photographs, diaries, correspondence, publications, certificates and a technical drawing. The types of records created, accumulated and used by members of the W.M. Stewart family include photographs, correspondence and certificates.

The fonds has been arranged into two series: Professional and Personal. The Personal series has been arranged into two sub-series: W.M. Stewart and Stewart and Turnbull Families.
