This fonds consists of records created, accumulated and used by C.M. Fines from 1944 to 1960 during his political career as Provincial Treasurer and as Minister in Charge of: Highway Traffic Board; King's/Queen's Printer Office; Saskatchewan Liquor Board; and Saskatchewan Government Purchasing Agency.

Missing are records of Fines as Deputy Premier (1944-1960); as Minister in Charge of: the Civil Service Commission; Farm Loan Board; Bureau of Publications (all 1944-1960); as Minister in Charge of Saskatchewan Government Insurance Office (1948-1960); and as the Co-operative Commonwealth Federation (CCF) Member of the Legislative Assembly for Regina City (1944-1960).

This fonds also consists of records pertaining to Fines as a member of the Independent Labour Party (1930-1934), the Farmer-Labour Party (1932-1934), and the CCF (Saskatchewan Section) (1934-1936) and as a City of Regina alderman (1934-1939, 1942-1944). Also included are personal photographs of Fines and his family, sound recordings of Fines delivering budget speeches from 1953 to 1956 as Provincial Treasurer, and oral history interviews conducted in 1982 with Fines relating to his political career. As well, manuscript drafts and published copies of Fines' memoir The Impossible Dream: An Account of People and Events Leading to the First CCF Government, Saskatchewan, 1944 are included in the fonds.

This fonds contains public, political and private records.

Records created and accumulated by W.S. Lloyd as Provincial Treasurer and Pemrose Whelan as research assistant for Fines in the writing of his memoir are also included in the fonds.

The types of records included are: correspondence; memoranda; newspaper clippings; manuscript drafts; speeches; publications; reports; press releases; briefs and submissions; legislation; minutes and agendas; audio reels and discs; photographs and negatives and a necktie worn by Fines as Provincial Treasurer every budget day from 1944 and 1960.
