This series consists of records created, accumulated and used by the Saskatchewan Human Rights Commission. The records relate to the dissemination of information promoting an understanding of and compliance with human rights legislation. As well, it includes the initiation and, if warranted, the investigation of complaints of human rights violations received from the Saskatchewan public.
The records include formal and informal human rights complaint files from: the Regina office from 1974 to 1991, and 1995; the Saskatoon office from 1973 to 1991, and 1994-95; and the Prince Albert office from 1974 to 1986.
Collection R-1704 consists of formal and informal complaint files of the Saskatoon, Regina and Prince Albert offices, 1973-1984. Collection R-1724 consists of complaint files of the Saskatoon, Regina and Prince Albert offices, 1984-1986; files of the Director; Information Services; and records relating to the Education and Affirmative Action Programs. Collection R-1725 consists of exemption files; complaint files of the Regina and Saskatoon offices, 1987-1989; and files regarding an equal pay complaint against Bi-Rite Drugs Ltd., 1987. Collection R-1837 consists of formal complaint files of the Regina and Saskatoon offices, 1990-1991; intake files from the Regina office, 1995; and intake files from the Saskatoon office, 1994-95. Collection S-HRC consists of the correspondence files with Saskatchewan organizations from 1973-1976.
Complaints were originally classified into two categories: formal and informal complaints. Formal complaints were those that alleged a violation of human rights legislation based on race, creed, religion, colour, sex, nationality or place of origin. Informal complaints were based on a violation that fell outside the jurisdiction of the legislation administered by the Commission. Inquiries were held only if formal complaints were not settled. In 1994, complaints were reclassified only as intake files.
The complaint files consist primarily of correspondence, memos, case summaries, copies of evidence and copies of relevant legislation. Intake files include inquiries, requests for information from the Commission and correspondence relating to the assessment process which determines if a complaint falls within the jurisdiction of the Saskatchewan Human Rights Code. A formal complaint file is opened if a complaint is determined to be a possible Code infraction and if the complainant wishes to proceed with the complaint.
