Norman Vickar was born on February 21, 1917 in Brooksby, Saskatchewan to Samuel and Gertrude (Gelmon) Vickar. He served as Mayor of Melfort from 1971 to 1975, when he was elected to the Saskatchewan Legislature as a New Democratic Party (NDP) Member for the Melfort constituency. Vickar served in the Allan Blakeney Government as Minister of Industry and Commerce (November 9, 1976-May 8, 1982). He was also Minister in charge of the Saskatchewan Research Council and the Saskatchewan Trading Corporation; Agent General and chairman of the Saskatchewan Economic Development Corporation (SEDCO). After his defeat in the 1982 provincial general election, Vickar moved to Winnipeg, Manitoba, where he currently (2010) resides.

Vickar Place and the Norman Vickar Building in Melfort are named in his honour.

Vickar married Florence Ivy on April 20, 1947. They have three children: Larry; Reva and Faye.
