John (Jack) Sven Sandberg was born on August 10, 1938 at Leslie, Saskatchewan to Sigfred and Anne Eidem. Sandberg attended the University of Saskatchewan and received a teaching certificate from the Saskatchewan Teachers College in 1960.
Sandberg worked as a teacher in Eston, Saskatchewan (1960) and Winnipeg, Manitoba (1961-1964) before becoming a news and sports broadcaster with CFQC in Saskatoon, Saskatchewan. From 1979 to 1982, he worked as a media manager at Federated Co-operatives Ltd. in Saskatoon.
Sandberg was first elected to the Saskatchewan Legislature in 1982 and served as a Progressive Conservative MLA for the Saskatoon Centre constituency until 1986. Sandberg served in the Grant Devine Government as Minister of Co-operation and Co-operative Development (1982-1985) and Minister of Consumer and Commercial Affairs (1982-1983). He was Minister Responsible for Office of the Rentalsman (1982-1983); Rental Appeal Commission (1982-1983); Provincial Mediation Board (1982-1983); Saskatchewan Research Council (1982-1983); Liquor Board (1982-1983); Liquor Licensing Commission (1982-1983) and Saskatchewan Securities Commission (1982-1983).
Sandberg's cabinet appointments were discontinued on December 16, 1985, when Premier Devine shuffled his Cabinet and reduced the number of ministers. After losing his seat in the 1986 general election to Anne Smart (NDP), Sandberg worked briefly as a real estate agent in Saskatoon. In January, 1988, he became manager of customer relations and administration at SaskPower in Saskatoon and held the position until his retirement in 1993. Sandberg ran unsuccessfully in the Kindersley-Lloydminster riding in the 1993 federal election.
Sandberg married Delores (Dee) Helen Funk on December 27, 1969. They have two children: Rachael and Heidi.
