Cupar School Division No. 28 of Saskatchewan, 1979-2003

The Cupar School Division No. 28 of Saskatchewan was established on January 1, 1979 with the dissolution of Cupar School Unit No. 28 of Saskatchewan, pursuant to The Education Act (S.S. 1978, c. 17). The Board of the school division was responsible for administering the public elementary and secondary schools within its borders. The six member Board was elected through public vote. Funding to administer and operate the schools in the Division was provided through provincial grants and locally-generated revenue.

The responsibilities of the Board were the same as those assigned to the separate and francophone school boards in the province. The Board's duties and powers included administering and managing the educational affairs of the School Division; exercising general supervision and control over the schools in the division; approving administrative procedures pertaining to the internal organization, management and supervision of the schools; providing and maintaining school accommodation, equipment and facilities; and appointing and employing qualified teachers, principals and other necessary staff.

In the fall of 2003, the Saskatchewan Department of Education created the Qu'Appelle Valley School Division No. 139. Cupar School Division No. 28 became part of Qu'Appelle Valley School Division No. 139 effective January 1, 2004.

Croft School District No. 3751, 1916-1945

On March 25, 1914 the resident ratepayers in the Avonlea, Saskatchewan district petitioned the Department of Education for the formation of a school district. A meeting to vote on the proposed district and elect trustees was held on March 4, 1915. Nine resident ratepayers voted in favour of the district; none were opposed. A revised petition was filed on April 19, 1916 and the proposed boundaries were approved shortly thereafter.

Croft School District No. 3751 was established on May 18, 1916. The responsibilities of the district board included selecting and acquiring a school site; contracting the building of the school; furnishing and maintaining the school, school grounds, buildings and equipment; engaging qualified teachers; providing books, globes, maps and other supplies to teachers and students; administering grants; settling disputes; maintaining school records and accounts.

The name of the school district is believed to be taken from the English word meaning a small enclosed field typically attached to a house or a field among the dunes. On October 11, 1916, the Local Government Board approved a debenture for $1800 to build a school. The one room school, located on NW 8-10-24-W2, opened on July 9, 1917 with Violet Powell as the first teacher.

The boundaries of the school district were altered on August 14, 1941. On June 15, 1945, Croft School District joined the Assiniboia School Unit No. 5. The school closed on June 30, 1958 and the students were conveyed to Kayville and Spring Valley. Alexandra Petruie was the last teacher.

Cresco School District No. 4789, 1929-1963

A petition for the organization of a school district in the Shell Lake/Amiens, Saskatchewan district dated January 30, 1929 was submitted to the Saskatchewan Department of Education by a committee consisting of David Schock, Henry Schmidt and John Fell. A meeting was held on March 1, 1929 to elect trustees and on March 26, 1929 the Cresco School District No. 4789 was officially established. The first elected trustees were Carl Hegraves, Stuart Anderson and Henry Schmidt. Mrs. Carl Hegraves was the first secretary-treasurer. The first teacher was Mary L. Sanderson. Around 1945, the school district became part of the Shell Lake School Unit No. 63. The school district ceased operations around 1963.

Creelman (Sask.), 1906-

The Village of Creelman is an urban municipality incorporated on April 6, 1906 under the provisions of The Village Ordinance. The village is governed by an elected council that can hire staff to manage daily administration and maintain municipal services, such as roads, utilities and recreation facilities. The responsibilities of the council include enforcing bylaws; waste collection/landfill; fire protection; maintaining public utilities, roads and streets; issuing tax and assessment notices and collecting taxes and other fees. The village was originally administered by an overseer, councillors, and a secretary-treasurer.

The Village of Creelman is an agricultural based community located on the west half of section 16, township 10, range 10, west of the second meridian, 90 kilometers northwest of the City of Weyburn in the southeast corner of Saskatchewan. The village straddles Highway 33 between Fillmore and Heward and is located within Fillmore Rural Municipality No. 96. Although homesteaders in the area originally named the village Hazel, the Canadian Pacific Railway changed the name in 1904 to Creelman in honour of A. Robert Creelman, a solicitor for the railway at the time.

In 2005, the village covered an area of 1.15 square kilometers and had a population of 85. The village's municipal officials included a mayor, four councillors and an administrator.

Craik School District No. 891

In June, 1903, ratepayers in the village of Craik and the surrounding area petitioned the Department of Education of the North-West Territories to establish a school district. Departmental approval was granted and a meeting to vote on the formation of the district and elect trustees was held in Craik on August 14, 1903. Craik School District No. 891 was established on September 14, 1903. The responsibilities of the district board included selecting and acquiring a school site and contracting the building of a school house; furnishing and maintaining the school, school grounds, buildings, and equipment; engaging qualified teachers; providing books, globes, maps, and other supplies to teachers and students; administering grants; settling disputes; maintaining school records and accounts.

Approximately seven children were taught in a private residence until the first schoolhouse was built in Craik in 1904. In 1905, the school district came under the direction of the Department of Education of the new province of Saskatchewan. In 1908, Craik School District became a town school district (its boundaries remained unchanged) and a larger school building was erected. After the building burnt down in 1920, a new eight room school was built and all elementary and high school grades were taught there. In 1960 a separate high school facility was built. On April 1, 1957 the duties and powers of the district board were revised when Craik School District became part of the Davidson School Unit No. 31.

Cottonwood School District No. 171, 1890-1964

On January 8, 1890, resident ratepayers in the Pense, North-West Territories district met to discuss the formation of a school district. Cottonwood School District No. 171 was erected on February 7, 1890. The first school was built in 1893. The boundaries of the school district were altered several times and the location of the school was moved several times to better serve the needs of the community. The original school building was replaced with a new building in 1916. The school was located on NW 15-18-22-W2 for the majority of its existence.

The school district was administered by three elected trustees, one of whom served as chairman, and a secretary-treasurer. The school officials were responsible for selecting and acquiring a school site; contracting the building of the school; furnishing and maintaining the school, school grounds, buildings and equipment; hiring qualified teachers; providing books, globes, maps and other supplies to students and teachers; administering grants; settling disputes; and maintaining school records and accounts.

The school closed in 1937 due to lack of pupils, but re-opened in 1943. In November 1963, the Regina School Unit No. 21 was established and Cottonwood School District No. 171 became part of the larger unit. On January 1, 1964, the school unit assumed all of Cottonwood's assets and liabilities and the responsibilities and duties of the school district officials were significantly altered.
